The OR Tambo International Airport Industrial Development Zone (ORTIA –IDZ) is a Gauteng Provincial Government initiative lined up to be able to realise the objectives of implementing its economic development goals. The initiative is aligned to the priorities set out by both national and provincial government, which among others include leading, facilitating and managing sustainable job creation and inclusive economic growth and development in Global City Region.
The O.R. Tambo International Airport (ORTIA) was selected as a focus area for the promotion of investments that can be generated through an Industrial Development Zone (IDZ) because of the critical role it can play in the economy. The project is about developing a purpose-built IDZ; this concept supports the South African Government’s policies and programmes directed at raising levels of industrial investment and exports.
In 2009 a special purpose vehicle (SPV) which is a new company called the Gauteng IDZ Development Company (Pty) Ltd (DEVCO) was created for the purpose of submitting the application. The IDZ DEVCO is a subsidiary of the Gauteng Growth Development Agency (GGDA); it was incorporated as a pre-requisite for the application of an IDZ Operator permit made to the DTI. The IDZ Operator Permit License was issued, on recommendation by the Manufacturing Development Board to the Minister of Trade and Industry, in December 2010 to DEVCO to develop and operate the ORTIA IDZ. This permit has specific terms and conditions that the Operator has to comply with.
